But if they were to allocate huge sums for construction, won't construction stocks like UEM builder rise?
Like for REITS, if some special tax incentive is given, won't that also boost REITS?

Yeah it would.
But normally, people buy on rumours sell on news
There are exceptions though.
But very difficult to predict.
Many established analyst tried in the past and failed miserably.
